Sounds like space ambience/a sci-fi space station. Did this today while messing around in audacity. This sound was created by blowing into a microphone while slowly changing pitches. Afterwards i slowed down the sound, added the baseboost filter, and lowered the pitch of the sound. Feel free to use this with or without giving credit to me, i really don't care. It literally took me 2 minutes to make.

This is a small clip which i made playing the original video on my laptop and recording it on my cell phone. There is a noise machine on and a voice distortion tool being used and foreground dialog as well. It's the whispered dialog that is crucial in my quest for justice. The sample is to offer up proof that this is very real to those who may be questioning if i am indeed serious. Please reply with transcription of background dialog, or a cleaned up sample. This is an aif (garage band) file of just good ol' tape hiss recorded from a jvc tape machine (cassette). It's just tape hiss. You can change the freq to help blend it in your recordings. I have the volume on this at a higher level. When i blend this with my digital recordings i turn it down just enough to hear it without it being too analog sounding. Hope you can use it. It's great for soft passes and solo instruments, much like white noise of a studio perhaps.
